Who Can Prescribe Controlled Substances?
In the United States, controlled substances can only be prescribed by licensed health-care providers. The Controlled Substances Act of 1971 categorized controlled substances into five different groups:
- Schedule I: These are substances that have no commonly accepted medical purpose. Substances in this category include heroin and peyote.
- Schedule II: These substances have a significant potential for abuse and may lead to severe dependence. Substances in this group include methadone, oxycodone, and morphine.
- Schedule III: These substances have less of a chance of abuse than Schedule II substances and include buprenorphine and products containing 90 milligrams or less of codeine per dosage unit.
- Schedule IV: These have a low potential for abuse. Some of the substances included in this category are alprazolam, clonazepam, and diazepam.
- Schedule V: Substances in this category have a lower potential for abuse than Schedule IV substances. They include cough medicine with no more than 200 milligrams of codeine per 100 milliliters.
Only certain health practitioners are able to prescribe controlled substances due to their addictive nature. In New York, eligible health practitioners can complete an online educational course on prescribing controlled substances.
